Dear Rockville Friend,
Almost every issue that comes before the Rockville City Council involves numbers, and you need a Councilperson on your side who understands what those numbers mean in real terms. I want to utilize my financial experience as a CPA to benefit all the residents of Rockville. As your Councilperson I will:
- Ensure that residents' tax dollars fund services, not subsidize development
- Address infrastructure deficiencies caused by years of unchecked growth
- Protect Rockville's livable, affordable, and historic neighborhoods
- Create a financial exit strategy from the Town Center parking garage deficit
- Advocate for traffic controls, pedestrian and public safety improvements, social services and our environment
I do not have any ties to special interests or any ties to the development industry.
I have only the interests of the residents of Rockville at heart.
Your vote is your investment in a future for Rockville where your opinions are respected, where the discussion of your issues is inclusive, open, and transparent, and where you can trust that you are being given accurate and complete information.
I want to continue to serve you by becoming your strong financial voice on the Rockville City Council.

Richard's Vision of the
Next Two Years:
- Provide a strong financial voice for Rockville residents by analyzing the budget and financial management obligations and creating financial oversight commissions to represent citizen interests
Establish financial priorities that provide for basic services and infrastructure such as sidewalks, roads, parks, environmental preservation and social services
Create short term and long term financial exit strategies from the operational financial deficit in Town Center
Establish a neighborhood friendly planning process and a Planning Commission that safeguards citizens, not developers
Correct the oversights in our Adequate Public Facilities Ordinance and Moderately Priced Dwelling Unit regulations to ensure that affordable, family friendly housing continues to exist in Rockville
Promote residential energy efficiency by matching Federal residential energy credits dollar for dollar
Actualize green initiatives by incorporating them into our zoning and building codes, not just studying them
Provide adequate time and information for citizens to be comprehensively involved in issues, rather governing by decree
